Terra has the body of a 9 year old, scrawny and androgynous if not for her gendered haircut. Raven has at least started puberty, with some muscle mass, fat accumulation, and secondary sexual characteristics.
Some people might maintain a slender body type as an adult, but that isn't a given. It's usually just a prepubescent thing that you grow out of.
Terra doesn't look like that in the comics, but it sure gives cartoon Slade even more of a pedo vibe.
