Of course, there is truth to the matter that luck/fate played a role in the course of Lio's life. Such was the point of his character, to further illustrate the divergent and opposed personalities embodied within Shiki and SHIKI. Lio's attempted assimilation of Shiki's physical form was not without a larger storytelling purpose outside his internal personal obsession with her. Lio represented what would have transpired if Shiki had died and SHIKI had lived, based on intrinsic personality, and also if Mikiya hadn't been around to influence him/her (which is the part where luck/fate comes into things, in that Mikiya was an external force not under direct control).
Note how, after all her pretending, the only time Shiki actually killed was to kill Lio, which she only did to protect Mikiya. Not counting Araya, of course.
