I wasn't completely serious, and yeah, I think it depends on the game, and who's playing it.
Kojima once referred to video games as more of a museum than specifically art in and of itself, and while I can see where he comes from, I don't necessarily agree with it, but it's regarding what kind of game it is.
Tower of Heaven and ICO are two games that are very different, but to me they're very much alike and they are two games I'd consider art. The gameplay is still there, and it's never put in second place behind anything else, but the rest of the game makes it a whole other type of experience than, say, Overwatch.
Also, what's the second of the two you were referring two? I can't seem to get which game you're talking about.
