Let's remember Mitchell Carson, the former SHIELD Head of Defense who attempted to buy the Yellowjacket for HYDRA in Ant-Man, as well as the goddamned VICE PRESIDENT OF THE UNITED STATES in Iron Man 3 who helped Aldrich Killian kidnap the president in exchange for a cure for his daughter's disability.
It's not about what the policies are, it's who's in charge. People are worried about Cap someday making the wrong decision and want to trust the governments of the world when the governments of the world already have a terrible track record. Like Cap says, "The best hands are still our own." The Accords aren't about The Avengers policing themselves. The Accords are about people who have no moral ground to stand on policing Earth's only defense against threats it couldn't cope with otherwise.
Who would I rather have in charge of The Avengers: People who can be bought and/or may secretly be working for a notorious terrorist organization? Or the people who have saved the world countless times and have earned the respect and friendship of someone who is worthy of lifting Mjolnir - a literal morality litmus test. Let me think...
