The whole anti-precog point hinges on the Government jailing people who haven't done anything yet. That's bad... but it's, like, 1% of the whole thing?
Just put in place a system where people don't arrest others for not haviong done anything, but they might, say, TALK to them- Kamala's friend was likely going to do something enterily harmless that backfired.
Ulysses doesn't predict CRIMES, he predicts BAD EVENTS- which can come from innocent acts, accident and errors.
If anything, they should make sure Ulysses is always telling them ALL his visions and that he cannot control them.
>>84698495That's mostly Bendis writing people as very stupid.
If you are scared of Bruce hulking out, you don't bring the Avengers+Inhumans to his front door(which is basically asking for the visiomn to come true), but go with a small numver of people to talk to him because you have a reliable source there is a extremely high chance of him hulking out.
Explain him you don't want the vision to happen, so let's talk why that might happen and how to avoid the situation.
Keep Avengers+Inhumans out of sight but near enought to intervention, because one must be prepeared.
Switch Bruce and Hulking Out with whatever is the core of any given vision involving somebody who isn't wanted by the law and A+I with your local law-enforcement troops.
Outlaws? Yoiu just arrest them, they are outlaws anyway. You cannot charge them with the crime they MIGHT have done(unless is terrorism or other crimes where Planning is already a crime)
There, this resolves peacefully most visions- obviously sometimes not everything is going to work but that's why you bring backup.
