Initially he may have been interested to see why Batman was going about things as you described, humoring the idea his straight man bit had some point but the end of TKJ implies he now believes Batman is simply just as lost but was just lucky enough to make the jump to functional society somehow, nevertheless from Joker's view Batman himself is ironically still not functional in society so it's a futile endeavor following someone who doesn't know where they're going with this.
Instead he focuses on Gordon, the law abiding family man integral to the stability of society, to see if there'll be a repeat case of Joker or something else.
Gordon just bears it and it clearly confuses and frustrates Joker since he feels none of the three understand themselves even if they seem to understand each other. Reminds him of a joke.

He wants to know what Batman thinks he's building back by trying to fight crime and fix society. His one bad day already happened, there's no going back. With or without Batman it's going to happen to others in the world, nothing can stop that. For Joker Life and Society are how they are because they are what they are. Man can't change that, he can only find something funny in it and laugh to keep from becoming sad or mad. Otherwise like that anon said it's like trying to get the properties of a substance to behave against what nature makes inevitable.
