For the majority of the issue, it had been explained to me (by both sides) that they were trying to ban rich companies from buying higher quality pipelines while leaving everyone else the same, NOT that they were going to be keeping the same quality while others would get shafted. study after study shows that people will invariably vote for whatever seems more fair, even if it means everyone, on average or individually, does worse. most recently mythbusters did an experiment with a different version of grocery checkout lines... it was much slower, but the lines were more even so people said they found it more satisfying
