She'll work for the military, technically having the rank of a captain, and she'll be a former powered individual who lost her powers through plot. So her job is to bring Carol up to speed on what it's like to be a powered person in the military.
You get Carol with a huge chip on her shoulder because she doesn't like taking orders, she thinks she's better than anyone, and of course "I didn't ask for this" and monica just slaps that shit down repeatedly.
The entire project/mission will be called M.A.R.V.E.L. and in the end you find out that whatever caused Monica's power loss is also weakening her physically. Shes not sure how much time she's got left. She's been training Carol as her replacement.
The mission ends in a success, Monica retires and passes the mantle on. Monica casually mentions that there's word that doctor banner might have a treatment.
Paves the way for the sequel to have Monica come back in powered form.
