1) You're assuming that bloodlet women can be 'reused'. Why would Hastet desire a woman who has been defiled when he could have more?
2) As a resource, attractive young women in-of-themselves have no real broader productive purpose any different then other social strata, and they aren't exactly scarce. We're talking about a few dozen people in a population of billions, if not trillions here. It's a drop in the bucket and concerning ourselves with trivialities takes time and effort when said time and effort (being far more limited) could be used more productively. Besides, how would Mottom need the narrow social strata of - a handful of young women - later?
3) I'll repeat. The use of prisoners would mean having to 1) take extra steps to make sure no-one figures out what they're being used for since there are more people involved, 2) have somewhere for the prisoners to stay, 3) make sure that the prisoners have enough food, water, clothing, etc to continue to live and stay healthy enough to rejuvenate, 4) have enough prisoners for rotation so that previous bloodlet ones rejuvenate. 5) It would be more difficult to obtain attractive young women to be bled as criminals from the legal system compared to just having someone take a few of them and portray their taking as a 'blessing'.
You just don't like the idea of systematic execution because of some moral pejorative that human life is precious and autisticly using "opportunity cost" to try to deflect from it. There's nothing 'farsighted' here, because your alternative is even more inefficient. Mottom herself has nothing to gain from it.
