Here's two more ways to read it. One, is that her shit fits so badly because she's so tiny, that she has to wear her kevlar vest on the outside.
Two, she's so tiny that she has to go full riot control mode with kneepads, and obvious armor on day to day patrols.
Of course you could ask questions like why else would she need heavy duty kneepads? But that leads to dark, furry places.
