What counts as a "character"? Civil War has more than that number credited, and some of them are
>Hero Merc #1
>Secretary Ross's Aide
>M.I.T. Liaison
>Busboy (Lagos)
>Choir
>MRI Tech
And those are all people that are actually credited in the movie. If you're expecting every character from every franchise to show up, just because, You're probably looking at this wrong.
