What makes Magneto interesting is that he does want peace and safety for his people, he just doesn't think it's possible to achieve. This comes from his personal experiences as a Jew who has seen what societies do to those who are different. To me the best depictions of Magneto explore this.
If you take that away he's just a generic maniac, which is boring as a character.
It's the same with Millar and Dr. Doom. Millar said something about not buying Doom as the noble villain he's been depicted as, and so in his run Doom became a truly despicable person.
But again, that just turns Doom into a generic dictator bad guy. It ruins the character. He's much more interesting as a grand villain with his own sense of honor and nobility.
