Which it was beginning to. It fostered the fear that either it was only a matter of time until predators went savage or that the risk was too high to have predators in normal society.
It would be like telling a Japanese friend of yours in the 1940's that of course not all of his nationality are saboteurs for the emperor, they would still be angry with you for being remotely complicit in the politics that legitimized the Japanese Internment - even if that political stance was grounded in logic.
But that even that analogy is risky because the movie is not targeting the issue of race, specifically. At most it's highlighting any sort of mentality that divide and conquer to segregate along any sort of demo graphical divide.
Heck, the most prominent discrimination Judy faced was not that she was prey (much of the force was) or that she was a woman (good deal of the force was female, particularly the "elephant in the room"), but that she was physically so small that the standard chair size was an obstacle for her to climb over.
