Stark is confused about Wanda. Because of the incidents in AoU, there's a mistrust towards her. Her powers are beyond his understanding and Stark is scared of things he can't figure out.
Yet on the other hand he feels guilt toward her for the loss of her parents, does care for her underneath his mistrust and fear, and probably sincerely wishes he could connect with her.
Wanda tries to trust Tony and move forward, but finds it difficult, and although she no longer blames him for her parents death, the pain obviously still lingers.
