the punisher punishes criminals because he feels that laws aren't enough. these criminals hurt and killed others, they don't have the right to do that and the law went easy on them. he feels they deserve death, and if the law doesn't give it to them, he will.
where judge dredd might send someone to the isocubes for umptheen years the punisher would kill them.
and where the punisher might not punish someone, even though they're doing something illegal, not hurting anyone but still illegal. judge dredd would send those to the isocubes too.
in short, judge dredd upholds the law, the punisher doesn't.
amount of satire and self-serious-taking varies from comic to comic, mainly for the punisher.
