Pixels are supposed to be the smallest unity of a image, they can only be rotated in 90 degrees or multiples and if you are going to rotate an object at lower degrees per frame them you need to draw new sprites like pic related. Undertale use flash puppet kind of animation where the object is broken in different parts that are rotated, stretched, and animated so you don't need to draw the whole object every time it changes its angle. This can make some pretty good effects depending on how well you can draw and much work you put on it but it doesn't work well with pixel sprites.

I would rather have them use less animation and just placed effects over static sprites and text like on Earthbound than go on the lazy route and try to hide it under pixels. Just because it is simple doesn't means it have to look bad.
It is a shame because I actually like the intro art.
Anyway there are more nice games than I have free time. I should play Gokinjo Boukentai already.
