So, what do you think the rest of the country(?) is like, outside of Zootopia and Bunnyburrow? We hear about the Tri-Boroughs, along with Zootopia apparently being its own state, (The DMV papers.) Judy also mentions Deerboke county, so we can probably assume there is a State/Provincial system in place.
