Like what's happening is cool (and just inherently really metal and high concept thematically while being a low concept issue, so +++ some points there) and I don't think it's bad as such but it's pretty much just a dialogue except the characters are fighting a bunch while it's happening. The action is still pretty static because it doesn't flow from scene to scene.
There are some nice parts where the art does impart motion, usually with the hammer, and the title page is fantastic. But it's like a B for me at best in terms of action on that issue.
If you mean in terms of integrating action and dialogue/character work then yeah, it's limiting. But frankly sometimes I think you just have to cut loose and devote the pages to a good flowing action scene. The first issue of BW did this well. Moon Knight did it well and did character work at the same time. Karnak doesn't do it well.
