(2)Because Bellwether's point was not about prey being superior, but the direct opposite: about her ENVY of superior predators. She does not say that "we, the prey are better and deserve to rule through our superior biology", she says "we, the prey, outnumber them 9:1, so we don't need to be under their heel with this sort of numerical advantage".
(3)Tying to the envy point, there are small hints, like her actually keeping that bloody cup Lionheart must have given her as a deliberate insult, that she desperately wanted to get noticed by her boss and get his approval (or maybe his dick, too). But she never managed that. And the resulting feeling of inadequacy stoked her resentment.
I do think they have needed a few extra minutes of development for her, though. Her personality beyond her actual scheme is just too cursory, and hints remain hints.
