Thomas Jane is painfully early 2000's. Personally, I'd skip it. But If you want to watch Ben Affleck's Daredevil, but with more guns and a sleepwalking Jonh Travolta, it's on Netflix now.
War Zone is fun/ Not good, but fun.
The best Punisher movie, honestly, is the Purge: Anarchy. Just pretend Frank Grillo's character is Frank Frank, and it's perfect. It's the only reason I'm bothering with the third one.
