Why would Nick and Judy give a fuck about Bellweather's tragic backstory? Why does she need a tragic backstory, what does that add to the story? Furthermore, you're forgetting the heart of Bellweather's character summed up in a phrase, "Fear always works.".
You need to address THAT, not just the bigot but the ambitious politician who wants to build a throne out of suffering people if you want to expand Bellweather. She's not a bruised waifu in need of a hug, she's a character from fucking House of Cards.
I think villain redemptions are overdone and have a time and a place; Bellweather is real strong as an unrepentant power monger, so you need a stronger story to redirect the character's power, and ultimately I think your story turns her into what she looks like, a cute sheep, when the whole point is that she is not.
