But yeah Banner gets some of the blame... and not the Hulk. The issue here was crazy SCIENCE, not really superhero stuff.
And it's part of my issue with the CW premise: the Avengers' missions are going to be only on UN's order? Alright I guess, but that doesn't stop Tony from creating Ultron if it exists earlier.
In fact it really doesn't stop anything bad that happened in the MCU from hapening. Not to hammer on the kill counts but does anybody think they would have been lower (!) if there was registration?
