Remember, heroes save humanity every day. Heroes prevent humanity from having to compete for its own survival. So humans have no pressure to get better, to develop, to become smarter, faster, more capable. In fact, they have an active force that prevents them from developing into smarter, faster, and more capable beings, because they always have heroes around to save them from themselves.
If Superman was serious, he could make sure no human ever got hurt again. Period. If the super scientists and greatest engineers wanted, they could make powerful cheap devices to turn any form of water into pure, potable water and turn any organic matter into pure, nutritious matter for humans.
Heck, with just the typical JLA tech, they could mine the moon for He3, providing a cheap source of fuel for sustainable fusion on Earth. How many problems would that solve by itself? And with the easy access to space that the heroes and superheroes have, they could do all sorts of incredible things. Not to mention being able to mine the sea floors for all sorts of resources, etc etc etc.
That's the problem with cape worlds. They cannot stand up to any form of reality, and need extremely complex circumstances and reasons for why they aren't utopian worlds.
Think about it. A government monitored group of telepaths could over see court cases, to make sure only the truth is told. Indeed, they could just review any suspects to see if the suspect actually commited the crime. Just have their work spot checked to make sure they stay honest.
Healers would heal the big cases. Doctors would tend the small.
Just think about what capes do, and how that could be applied to the world if they were truly helping humanity.
