Disney XD, AKA Toon Disney, has been Disney's white elephant for seventeen years. They've been trying to boost it's viewership almost just as long, first with Disney Afternoon reruns, then with original programming like Yin Yang Yo! and Get Ed, then finally a drastic retool and some superstar shows that, by all rights, couldn't have failed, Tron Uprising and Motorcity.
From what I've heard, the actual guy in CHARGE of XD? He's a good guy, who's trying to do the best he can for the content creators. He got Motorcity made as a favor to Pyronski, and instead of just pulling it and Tron Uprising when they were tanking, let them finish their runs. At 1 AM, but still.
And they promote the hell out of their original cartoons. How many ads have you seen where some kid does a good deed somewhere in California, and those banjo players come out and get the entire crowd singing along to the theme song? How often have you seen Pickle and Peanut cross over with Gravity Falls and Star Wars Rebels for a mash-up? Hell, the 7D, which has to be XD's least well-received show, got ads for weeks when the new episodes started.
I can't really blame the channel, or the people working at it. It's clear they're doing all they can. But without more competent people at the parent company or another killer show like Gravity Falls, they're pretty much doomed to flounder forever.
