Problem: The Big Two have a severe lack of original characters.
Solution: Anthology series. Each issue is a one-shot with a different creative team for a character that isn't in an ongoing right now and has no legacy character taking their title, or a completely original character. The characters who sell well or generate buzz after the fact get multiple appearances. If they consistently do so, they get an ongoing, or a mini.
Maybe make it digital exclusive to offset the printing costs, cause this entire idea would, by its very nature, have its ups and downs.

You could have every issue be a double feature, a stand alone story of a popular story and a back-up introducing/re-introducing a character, like it was done in the old days. "Captain America presents Whatever Girl!" and such.

Again, a key point would be that the stories would have to be one-shots. None of this Bendis shit where you take six issues to tell an origin story.
If I had my way, Marvel would try to give each issue the same amount of hype, and not try to artificially inflate it, like people suspected happened to Spider-Gwen during Spider-Verse. Just imagine if Aaron Aikman or SP//dr got just as much advertisement and press as her.

Marvel definitely has a leg up in terms of digital. Unlimited is really popular, and you get a free digital copy with every comic you buy.

Granted the comics are also a dollar more expensive, but you technically get more product for your dollar, still.

The really slow adoption of digital mass-consumption services is what almost killed the music industry, this stuff should have already been their main business model like years ago.

So I propose a World's Finest book for Captain America and Iron Man, set in the 60's (but never explicitly stated as that, to preserve the sliding timescale) right after Cap was thawned, focusing on the unseen madcap adventures the two had together as Avengers, it has the look and feel of the Silver Age (think Chris Samnee, Doc Shaner or Darwin Cooke) but with modern dialog brushing up on the characters building their relationship on it's early days, can't really think of an apt writer for it.

Anthologies do not sell.

Not from Marvel, DC, Image, or anyone else.

They did have meaningful interactions, Tony used to pop up in Cap's title from time to time to give him advice when Cap had a problem or the comic showed them hanging out.

Cap also gave Tony personal one on one training even before he knew he was Iron Man.

They weren't BFF though, that's always been Sam or whatever partner Steve got at the time.
