The status quo/prequel of Tron Uprising is already stuff made up as the set-up for Legacy, but it's still not actually covered in Legacy, but still just in flashbacks.
So basically the first Tron movie has about nothing to do with the series and the second Tron movie just sort of establishes the world of Uprising in flashbacks and then wraps up the world, without actually using any of the characters or closing any of the plots of the show at all.
You can literally never watch the movies and get the exact same experience 100%.
That being said, I'd watch the show and then maybe watch Legacy if you're going for seconds, even though it's not as good and human beings look weird.
First Tron movie is pretty damn scrappy Star Wars-y adventure film that does little of value other than having that concept in the first place and hand painting the tron lines onto every single tiny frame of the freaking reel with fucking paint in handy work.
