Prior to the war they used a 4 diamond symbol, afterwards they switched to upside-down triangles (which resembles many diamond cuts when viewed from the side).
Blue, Pink, White and Yellow are all colors diamonds come in, and those in specific have secondary meanings/importance (aside from pink, which is just noted as valuable on the wiki page for it).
All Gems we've seen demonstrating some sort of uniform have had a diamond shape of one of those colors on their clothes, even the Homeworld Gems that still use the triangle symbol (meaning the fact that it's a diamond is the important part, not the fact that it has 4 points).
And, most importantly, we have confirmation of the existance of at least Yellow Diamond.
So yeah, it seems very likely that Gems are ruled by Diamonds. Whether or not they are literal diamonds or if it's just a title is currently unclear.

Sure, she's big and has a lot of hair, but that hair is very vibrant rather than a pale color, she rebelled and showed way better abilities so far than the others.
