His story is his parents were criminals killed in front of him by police, so he devoted his life to fighting the law.
He has a computerized helmet that allows him to memorize and copy any movement he sees, so no move will work on him twice. He travels through a pocket dimension to appear anywhere.
He broke into the highly secure JLA moon base and BTFOs the whole League including Batman, then IIRC Batman comes back and beats him.
He has sporadic appearances over the years, usually as a background character or jobber. Then Robinson brought him back to prominence in his awful crossover Cry for Justice where he again BTFOs the League.
He was brought back along with a couple other villains who had been in limbo for awhile a few years after the New 52.
Last time I remember him was in the Midnighter solo series, where in a plot twist it turns out Midnighter's boyfriend was just Prometheus in disguise all along, and then Midnighter proceeds to beat the fuck out of him.
