Think of it like this. After the deal with Silco where he's literally handed bloodmoney and has lost Grayson and their team he just randomly happens to see an explosion at the place he met Silco.
It's like divine intervention to him. He runs over there and see's a child who he already knows, from what Silco has told him, is at risk of dying, so in his warped mind, he thinks that saving this child from throwing her life away is a good act, which it is.
But then after saving her. He doesn't know what to do. He's not going to be a father figure for her, because as we know, he's a coward and a piece of shit. He can't just let her loose, because that would effectively be killing her, which would negate the entire reason he thinks he "saved" her in the first place.
This conflicts him, and also reveals his hypocrisy. He wouldn't be able to look Vi in the face, because it would always remind him that he saved her after causing the situation that he saved her from, he saved her, but then realised he wanted nothing to do with her. So he just locks her up and tries to forget about her so he's not constantly reminded what a massive piece of shit he is.
