For the final act, I think some external threat is going to threaten Zaun and Piltover and force them to forgive one another to survive, or get rolled. Arcane already hinted that this has happened before in Zaun & Piltover's past (when Jayce and Silco met, if I recall), and I think this was a setup hinting at the future.
As for new characters, I would be appalled if Warwick didn't happen. I'm pretty sure Urgot is going to make an appearance on Zaun's half, and that Camille will appear on Piltover's half. Both will play a major role if the civil war/strife between the two halves happens.
Jayce will become more authoritarian as a result of Jinx's attack on Piltover, breaking the peace that was almost forged between the two cities. This will push Viktor, who still holds onto his identity as a Zaunite away from Piltover, and further towards his goal of glorious evolution.
Jinx will spend at least the first few episodes alone, trying to suppress her memories and responsibility for Claggor + Mylo's death, and now Silco. While Mylo and Claggor's memories haunt Jinx, Silco's memory will comfort her, and eventually she'll reconcile with her wrongs in a much needed catharsis episode. I really don't think Jinx will adhere to her League of Legends lore and go fully insane, I hope Arcane writes her better than that dated 2013 lore. Jinx might team up with Viktor in some way, which could help build and console her character, along with developing Viktor's into a darker one.
IMO Vi & Caitlyn will be the most boring aspect of S2 simply because Vi is going to, effectively, become an enforcer and work with Caitlyn. I don't anticipate a lot of growth from here on out for the two of them, but I hope I'm surprised.
