There is potential, her image in the game is quite flexible, in fact she is just an weirdo who loves exploze stuff, giggles and speaks with guns.
If you endow her with complex moral dellems that she will solve in the course of the narrative, this will make her character interesting.
Let her fight PTSD, let her forgive herself for killing her parents. Let her sacrifice herself for someone important to her. Let her see how a person dear to her sacrifices himself for her. Let hher learn to take responsibility for own actions.
Let her choose between Silko and sister. But not because the voices say so, but because if logic.
Problems come when it comes to lore. In it, Jinx is an insane terrorist, such a character is almost impossible to justify morally. She does bad things because she's insane and it's super boring.
Let her take the path of destroying the Piltover for something. And not because she is bored, as it is written in the lore.
Then the character becomes interesting, but it takes more than a few scenes in Act 3. So it's easier to do a lot of suffering.
I don't know how they will develop it in s2, but they have a lot of work to do.
