Also, think from Vi's perspective. Vander was the "pacifist" leader after the failed revolution and when they had issues with Piltover, Marcus betrayed them and Piltover swept the whole issue under the rug. When Silco went full mob boss and started making them afraid, they propose peace to them.
In a way, it was Vi not being able to accept that Vander's way were never going to work in the first place.
Vi was mostly in the wrong, but she was completely powerless at the end of the day. The only way she had to solve the issue was bringing Powder back, which she also failed to do.
