Truth is enforcers just couldn't manage the slums, they barely could when Vander was there and mostly because he did it for them as long as they didn't interfered with the locals. Then the officer that was the link between them and the enforcers died, and then when Vander did too (or was taken out of the picture) and there was nobody neither in the slums or the enforcers to manage the place like they used to, the power vacuum was filled by the next on the line which was a corrupt drug dealer, and the next in the chain of command was this guy, an incompetent with little to no soft skills.
It's not that he was evil or anything, he just wasn't the person for the job. The slums were already hard to control, and with Silco being the biggest fish in the pond he didn't had much of a choice other than strike a deal with him in order to keep things under control. Vander made the enforcers complacent and weak, so it was only natural that they didn't had the right people to deal with someone like Silco when he took power.
