Jungle Book would take place before Tarzan, though. Jane mentions Rudyard Kipling, and assuming there's a shared universe as the common timeline postulate says, Kipling may have written the story from someone's account, probably Mowgli himself's.
Of course, if every movie is its own universe then that doesn't matter.
