I would do like a bigger arc, dealing with the long time effect of spidey and new york.
Start the arc by following a B-List: Electro (I think he is alive again) getting released from prison and being cocksure again.
Small notes are that everyone in the process seems sure he'll be back.
The entire issue will deal with Electro immediadly becoming a villain (no pretend to do a job) like a mean version of boomerang.
In the bar with no name most places seem empty, most people are in prison. He'll see Scorpion and some dudes trying to hire him, scorpion will refuse as the people trying to hire him seems too amateur for scorpion.
Electro will chime in and take the job, next couple of pages will be the job, which will seem well thought out and he'll get free.
We now jump to spidey who is just doing his usual webstuff, and now he has heard of the robbery.
We get a cool couple of pages of him being detective spidey for a second trying to figure out who this villain is, long story short he will know what this is about and stop electro on the next stop.
It will be shown Electro is a bad villain leaving behind many clues.
The end of the story, and the last page is while spidey is webbing up electro he sees a tv screen with major fisk.
Fisk is announcing due to the heroic work of the villains in "King in Black" the citizien should thank the villains who has saved the city and everyone. He will pardon all the minor villlains! The issue ends with Electro being cocksure and asking spidey to release him, and he would gladly accept spideys thanks.
The next couple of stories will be mostly on off, with spidey being annoyed that many of the villains will just walk around in suits to taunt him (many do not even commit anything, they just hate him).
Some will use this chance to become better (while still taunting spidey as they hate him) but many will fall back.
