Technically, the rule is you can do absolutely any you want in manga, and it will always be G rated. A lot of manga these days take advantage of this, where they might as well be hentai.
See Parallel Paradise for an example. Half the manga is nothing but explicit sex scene after explicit sex scene, with the characters giving very thorough explanations at everything thats happening, sound effects and cum/pussy juices flying and flooding around everywhere. Despite all this, it's G rated because genitals aren't outright shown.
UNLESS you show an adult penis or vagina. And because of the laws in Japan, you can't show those uncensored in adult manga, you have to place black boxes at random parts of the genitals.
