Because Magneto is honestly not that powerful despite the retcon now claiming Magneto is an Omega level mutant. There is a reason why Magneto for the most part is limited to just metal. Magneto is also pretty useless within the vicinity of the sun.

Magneto is easily one of the most overpowered characters in comics, he's way too powerful to write a story without plot armor and jobbing.

No he really wouldn't, the only reason why he's not Dr Manhattan is due to writers going "no he can't do this like that even though by previous feats he could easily do so"

Magneto could easily destroy the entire planet and survive by the scale and versatility of his feats.

Silver Surfer can do that, he's just got a enough of a pussy's heart to not go that far. Silver Surfer is busted by a lot of metrics, but his power is massively capped by his morals. Magneto suffers aneurysms just trying to move a space station and failing, Surfer can rewrite a person's molecular structure from scratch, there's no comparison
