I'm suspecting Grime is the type who you'd largely measure development for in the sense of "he grows to respect you/you people." Sasha proved herself by manipulating his soldiers, and by showing she could handle herself, and so he adopted some of her ways, which served him well.
He's someone who undoubtedly is seen thinking little of those "lowly Frogs" in Turning Point, and he only came back for Sasha, but he was then bewildered by how well they turned out to handle themselves.
Despite his biases, prejudices, it's apparent he can be open-minded in his own way, especially if he finds it to be to his advantage from a pragmatic perspective.
