Maybe the better thing to do, from Ty Lee's POV, was have Azula directly command her into action. But from Azula's POV, that would mean giving up the delusion that she was ever friends with Ty Lee (with is true but Azula doesn't confront this truth until the mirror scene and still hasn't come to terms with it canonically).
She smiled when Zuko was burned because corporal punishment is expected in the Fire Nation. For example, when Wang and Saphfire Fire where meeting with that Fire Nation mistress about "Kuzon"'s misbehavior, she said that if he misbehaved again he would be sent to the coal mines again. If a nation thinks misbehaving kids should be forced into a life of forced labor, why would anyone think that their absolute soverigin is wrong to burn his child?
She tried killing Zuko and Iroh during S2 because Ozai had issued dead or alive warrants for their arrest. It is horrible that Ozai basically forced his daughter to hunt her uncle and brother but they were traitors (or at least Ozai deemed Zuko one) and most people IRL would be fine with traitors/domestic terrorists getting killed.
DESU, you line of thinking is common among people who don't realize that an absolute monarchy is an inheriently abusive insistution, that all the problems the Fire Nation faced is because of bad rulers, and that once Zuko decides to act nice, things will automatically change for the better. For your line of thinking led to some of the most bullshit writing in the comics, imo.
Though to make it clear, Azula deserved everything coming to her and that she has a lot to atone.
