In general, Anna stories are also Arendelle stories, but Elsa stories are... just Elsa stories. She dominates the plot to a degree I personally dislike. I'd rather learn about the world than watch her pretty sparkles yet again. Meanwhile, Anna always travels with a big cast of characters, and we get banter among them, and learn how the common folk act. Elsa is above all of that, for better or worse.
With Elsa offscreen, at least we know when she returns and the story centers around her, it will be for a good reason. And Anna might even be able to get a word in edgewise about everything she missed. When Elsa is in the picture, I'm not watching Frozen, I'm watching The Elsa Show. And that's fine! I love her scenes. But things are so different now, I want to learn about the current state of things, and that's not possible with Elsa smothering everything else. For the sake of balanced stories, Elsa is best in very small doses.
I'm mostly talking about books and comics here, since I'm not deluded enough to expect a Frozen 3 to be less than 75% Elsa. Side material is where other characters get room to breathe, and I love them for it.
