She works well as a flawed idiot that slowly learns responsibility and develops a genuine friendship with a talking frog.
However!
The way the story itself frames her character growth comes out as really sloppy and undeserved.
Part of the story is about overcoming her flaws however that is pretty easy when everyone around her is ready to forgive her at the drop of a hat no matter how dangerous, stupid or life threatening her antics get. Which wouldn't be a problem if the show didn't compared her to her "bad" friends who get in the same kind of dangerous shenanigans but are framed as terrible people.
Then you have the whole "true friendship" part of the narrative, Anne starts as a person who doesn't really have good friends and finally befriends someone who helps her grow as a person and she can call a true friend. however the show wrongly puts Sprig as this true friends while in reality it should be HopPop front and center. Sprig is almost a non entity, he agrees with most of what Anne wants and when he doesn't he just lets her do it on her own, as a friend he is little better that a pet. HopPop on the other hand does clash with Anne's irresponsible personality teaching her about responsibility through their adventures and she also helps him grow as a frog person too. They both complement each other and their personalities while clashing at times also make for a good friendship.
