Marvel's best Rogues Gallery, Spider-Man's, is a sausagefest and by the nineties its most famous female member was actually an anti-heroine. The X-Men... had Mystique and the White Queen, which granted, are not a bad start, but still. And so on. And those Marvel cartoons weren't fond of creating new characters, the way DC's would create Harley Quinns and Livewires.
