I'm guessing you are more referring the otaku specific meaning, where you might as well use Kino, as that word is already ridiculously abused. No need to abuse more, espcially if you cannot define it as separate from kino.
So, my point of view is bias, but when I think of Sakuga in american work, I think of bluth dance sequence. Ren and stimpy flailing around, and people taking LOTS AND LOTS of the drugs before they draw, like Superjail. Not counting Boondocks action sequence. Might count black dynamite action sequence.
