The average human ovum isn't about one millimeter in size, it's around 120 microns, which is 0.12 mm or 0.0047 inches. The average human spermatozoon has a total length of about 48 microns although this has a larger variability than the ovum size. A range of 40.5 to about 54 microns is normal. This makes the full length of a spermatozoon around 40% of the ovum's diameter. Let's stick with your estimate of a 3.75" shrunken Judy down from a 5 feet 9 inches full-size Judy (which incidentally is not 60.75 inches but 69 inches). This means we have a 1/18.4 scale Judy. Assuming the resizing is uniform her ova are around 6.5 microns in diameter, making the spermatozoa approximately 7.4 times as large as one of her eggs. The head of the sperm ranges from 3.5 to 5.1 microns in size, meaning the head might just about fit an ovum, but the displacement of the ovum's contents would make it burst apart.
As for the scale of the sperm relative to the downsized Judy, the average vaginal opening measures 1.14 inches but obviously varies a lot between women and depending on arousal. Let's just go with that and assume a non-aroused terrified Judy. At 1/18.4 scale the mini-Judy's vaginal opening can be taken to be about 0.062 inches, which is 157 millimeters or 157000 microns. That's still roughly 3271 times as large as a single sperm. If we calculated it the other way round by scaling up a single sperm cell to the size of the regular Judy relative to her shrunken size, the sperm cells would be about 883 microns in length, still less than one millimeter. The small Judy in the jar can definitely see the sperm cells with the naked eye when up close but they're still tiny.
