>>123570606Even if they consider themselves that (which most publications would, logically, as they wouldn't publish someone that they think are worth publishing), the idea behind manga anthologies and the axing of series isn't to see if a series or a creator is worth publishing.
It's to create several things, which include (but are not limited to)
1. A meritocratic environment, where they can squeeze the most out of series that they have already deemed succesful. The series that further prove themselves and gain acclaim are advertised for, get certain boons, etc., all with the intent to further their popularity, creating a certain positive feedback loop.
2. Weed out series that, despite the editorial deeming them worth publishing, aren't catching on for whatever reason and
3. Create a brand to attach popular series to, thus enabling high visibility for new series attached to the brand and making it easier for them to immediately reach a wider audience
