We know the ATLA world is not as big as earth, and they can trek across the entire Earth Nation continent in a short period.
Not to mention the Firebenders have steampowered blimps and ships, and (assuming the construction of these vessels can handle even MORE heat) would be even faster with more power.
So, yes, main invasion force was on an uninhabited coastline with military installations all over areas conquered by them in the Earth Nation PLUS Oomashu itself. A few days of hyperspeed blimps and tanks and battleships, on top of Earth Benders that are essentially walking WhitePhospherous spewers... Yeah.
And honestly I think they would've just beelined it to strategic areas. Earth Nation Fortresses and Military Bases. Higher trade towns and cities. Burn it all or make them submit with overwhelming power.
Even if the comet goes away mid-operation, the initial damage possible from their first strike might be so devastating that any retaliation would be impossible. And once the enemy is crippled and submissive? You don't NEED uber-powers anymore. You won.
