Bi characters are often seen as "less gay," so they're usually made to be effectively gay and stick to just their sex, never even showing any interest in the opposite sex again. These are usually made for brownie points or appealing to the LGBT. Then there are bi characters who are effectively straight, aside from references to casual stuff you never see. This is mostly to appeal to straight people, because it's safe and more marketable.
Rarely do you see bi characters actually have chances of being with both sexes, instead of mostly just sticking to one. I think Daken in the current X-Factor run is probably a good example of a bisexual character.
