It's chloefags' idea that Miraculous is some kind of prize you could earn by doing something they consider "good". Here they follow Chloe and her words in "Miraculer" despite the show itself criticizing that approach.
Contrary to Chloe believes being superhero is not a prize. It's not a tool you can get for good behavior to fix your problems. Being superhero is a service. It's a burden. It was shown in "Origins" where Marinette at first didn't want to be a superhero because she understood what is all about. That is what makes her the person the most fit to wield the most powerful Miraculous, being Guardian and leader of superhero team.
When Ladybug picks new ally she doesn't judge them as participants in contest of virtues. She clearly states terms on which a chosen person gets Miraculous. Superhero allies are called to serve greater good and that's all. No one deserves Miraculous for being virtuous person. Serving greater good is what is demanded from them. Thus if Sabrina looks like she could do the job right she will be called.
Making equivalence with Chloe is wrong. Miraculous wasn't given to her because she shown like she was a good person. She was given it because Ladybug thought that Chloe is the person who could make job done. Ladybug told her the terms and Chloe seemingly accepted them. Miraculous wasn't taken from her because she didn't stop being a bitch. It was taken from her because giving her Miraculous was dangerous and it undermined the purpose of using Miraculous. Later it was shown that Chloe didn't respect the only term/requirement Miraculous wielder should met to get it. She used it for selfish gain instead of greater good and went as far as joining supervillain when she didn't get it.
Drawing a line, Sabrina is not required to be a goody two shoes to get Miraculous. She just needs to be a right person for the job and to agree to use it for greater good.
