Sam's role has always been that of the medic/therapist. It's just that we usually only see it via his relationship to Steve.
He's introduced by immediately deducing that Steve has trouble adjusting to the modern era and civilian comforts, and instead of confronting him about it openly, he invites Steve to a soldiers with PTSD support group under the guise of doing him (Sam) a favor.
When he cameos in Age of Ultron, his dialogue with Steve is about getting him out of hanging out with his WW2 buddies and trying to find a new life in the present.
Remember in Civil War when Rhodes get shot down? Sam immediately goes to help him, even though they're on different sides. And even though Tony shoots him for his trouble, the first thing Sam asks when they meet up in prison is "How's Rhodes?"
That's the exact same kinda behavior we're seeing in this series; Sam is the guy that's always trying to talk people down rather than go in guns blazing, and help them move forward past their trauma. He's the rehabilitator.
