If you go back and rewatch that movie, and actually pay attention, as soon as Jar-Jar is introduced the movie starts cutting to him CONSTANTLY. I haven't counted how much screentime every character gets but I wouldn't be surprised if Jar-Jar is either #1 or a very close #2 behind Qui-Gon.
Some people like to pretend that the negative reaction to Jar-Jar at the time was unreasonable, it really wasn't.
